The Odra river basin district plan is a conceptual material provided by the Odra river basin district authority, Povodí Odry, státní podnik, in cooperation with the regional offices of the Moravian-Silesian and Olomouc regions and in cooperation with the central water authorities (the Ministry of Agriculture, the Ministry of Environment, the Ministry of Health, the Ministry of Transport and Communications, the Ministry of Defence).

Water is one of the main elements of life on Earth. None of us can live without water and we use it for personal hygiene as well as for economic activities. Therefore it is our common target not to deteriorate the condition of water and to make efforts to achieve a good condition of surface and groundwater The fulfilment of the Odra river basin district plan, i.e. the implementation of proposed economically adequate measures, should significantly contribute to the possibility using the water resources both in terms of the quantity and quality of water and to mitigating extreme phenomena- floods and draughts - both for us and the generations to come.
